陳牧：先生不出，蒼生奈何？
蕭凡：布衣願效犬馬之勞。

蕭凡：臣以為，今大廈將傾，非人力所能支也，且諸將暴虐，常切齒於王，京師必將生亂，此非久留之地，願大王效司馬睿，斬關而出急趨孟津，上書陛下訴其緣由，據河內以觀時局，待罪并州以衛社稷，大王於外厲兵秣馬，遙壯朝廷聲勢，陛下於內差可少安。
陳牧：先生之言是也，寡人意決矣。

陳牧：今四海分裂，國家未安，齊國、燕國倔強於山東，關中、西涼不服王化，梁國首鼠兩端，楚國、蜀地儼然敵國，寡人慾一天下，先生何以教我？
蕭凡：臣以為，惠帝既是常才而不能自斷，諸將皆庸人驟起，志在財帛，爭用威力。朝夕自快而已，非有忠良明智、深慮遠圖，尊主安民者也，分崩離析，形勢可見，大王建位藩輔，當布盛德於天下，以衛高祖之業，齊軍肅政，賞罰明信，延攬英雄，務悅民心，南奉天子以討不庭，籠絡梁國以為屏障，急下關中以威西涼，聯蜀和楚以固河南，以此而慮，天下不足定也。
陳牧：先生之言甚善，寡人謹受教。

蕭凡：臣聞興國之君樂聞其過，荒亂之主樂聞其譽，聞其過者，過日削而福臻，聞其譽者，譽日損而禍至，是以古之人君，揖讓以進賢，虛己以求過，譬天位於乘奔，以虎尾為警戒。
陳牧：卿言甚善，寡人受教矣。

蕭凡：臣以為，慎在務三而已，一日，擇人，二日，因民，三日，從時，時移而不移，違天之祥也，民望而不因，違人之咎也，好善而不能擇人，敗官之患也，三者失，則天人之事悖矣。

蕭凡：臣以為，人君行敬，則雨以時而順之，人君政治，則暘以時而順之，人君照晳，則燠以時而順之，人君謀當，則寒以時而順之，此言非虛也。

陳牧：先生之言是也，寡人謹受教。

蕭凡：臣以為，政有宜於古而不利於今，有長於彼而不行於此者。風移俗易，每世則變。故結繩之治，五帝不行，三代損益，政法不同，隨時改制，所以救弊也。《易》日：隨時之義大矣哉！
陳牧：先生之言是也，寡人謹受教。

蕭凡：臣以為，天下粗定，當顯明逆順，故漢高祖赦季布，斬丁公，大王自起兵以來，見忠於其君者輒褒之，背叛不臣者輒誅之，此天下所以歸盛德也，今田猛猶存，臣竊惑之。
陳牧：先生之言是也，寡人願斬之以安社稷。

蕭凡：臣以為，堯舜之帝、湯武之王，皆賴明哲之佐、博物之臣。故皋陶陳謨，而唐虞以興，伊、箕作訓，而殷周用隆，及繼體之君，欲立中興之功者，未嘗不賴賢哲之謀也。

陳牧：先生之言是也，寡人謹受教。

蕭凡：臣以為，二君者必不免也，會朝，禮之經也，禮，政之輿也，政，身之守也，怠禮失政，失政不立，是以危也，大王乃高皇帝之子，今聖上之弟，吾王當輿疾而行，以安天下，勿憂也。
